An Expert Guide to a Career in International Trade Law

Two top practitioners in the field of international trade law – Gary Horlick and Susan Esserman  — will discuss how they chose this field and the challenges and opportunities it affords. Both bring a lifetime of experience in both private practice and government service.

Gary Horlick is an international trade attorney based in Washington, D.C.  He is listed by Euromoney/Institutional Investor and Who’s Who Legal as one of the world’s highest-ranked international trade lawyers, and is ranked in the top tier by Chambers. Horlick is former international trade counsel with the U.S. Senate Finance Committee, and also served at head of Import Administration at the Department of Commerce, where he was responsible for all U.S. anti-dumping and countervailing duty cases, Foreign Trade Zones, Special Import Progress, and the negotiation of the U.S.-EU steel agreement. Horlick also served as chairman of WTO and Mercosur panels, and has litigated cases in U.S. courts, GATT and WTO tribunals, NAFTA tribunals, and anti-dumping/countervailing duty/safeguard cases in 17 countries.  Horlick teaches international law at Yale, Georgetown and Berne universities.  He is a graduate of Dartmouth College, Cambridge University, and Yale Law School.

Ambassador Susan G. Esserman is a partner at Steptoe & Johnson LLP, where she is chair of the firm’s International Trade and Investment Group. Esserman is the Director and Founder of the newly established University of Maryland SAFE (Support, Advocacy, Freedom, and Empowerment) Center which provides comprehensive services to survivors of human trafficking (with a focus on economic empowerment, advocacy and research).  She leads Steptoe’s pro bono program on behalf of survivors of human trafficking.  Ambassador Esserman served in four senior positions in the Clinton Administration.  As Deputy U.S. Trade Representative, she was responsible for U.S. trade policy and negotiations in the WTO and with Europe, India, Russia, the former Soviet Union, Africa, and the Middle East.  At the Department of Commerce, she was the Assistant Secretary for Import Administration where she served in a quasi-judicial capacity as the decision maker of on-the-record anti-dumping and countervailing duty investigations.  In addition, she was General Counsel to the Office of the U.S. Trade Representative and Acting General Counsel at the Department of Commerce. She is a graduate of Wellesley College and the University of Michigan Law School.
